Designer's Notes: The founder of the AMP, Rally is a highly enigmatic character. As the story progresses, more and more of her background is revealed, much of it surprising. (Note: there is no connection between Rally Cheyenne and Rally Vincent other than their first name.)

Rally is half-human, half-Lucifer Folk. Because of this, she has extensive supernatural powers, most of which she keeps hidden. Even though her father was a Lucifer Folk, Rally has formed the AMP for the express purpose of stopping their incursions into 'our' world.

One may wonder why the AMP is made up entirely of women. This is Rally's reason, given after her battle with Rosa.

The fight against the entities—no, all fighting—creates _nothing_. But even within that barren combat, there can still be something marvelous—a power to create a new life—a power that only women possess...
When this fight is over, I believe that each of you will go on to create a new life. A life that will be loved by the people. A life that will be blessed and you [the AMP] will be the women to bear it...

I will admit that I dropped this 'requirement' for my own Silent Möbius Zeta game.

Description: Rally is fairly tall, broad shouldered and long legged, with an attractive build. Her hair is whitish and her eyes are blue. She is approximately 28 when the series begins. Rally is very polished in manner and dress, almost to the point of appearing 'cold'. She doesn't wear the AMP uniform, but dresses in expensive looking business suits. Regardless of what is happening, she never seems 'ruffled' by events. It is interesting (and amusing) to note that Grospolina calls her 'Little Rally' when they first meet in the manga.

Powers Notes: Rally's exact powers are a mystery. Some hints can be found in a sequence where she confronts her sister Rosa in the manga series. Several others come from a scene in _Silent Möbius the Movie 2_. In these two fights Rally demonstrates the following abilities: deflecting an incoming 'energy' blast, shattering her sister's arm with a glance, and withstanding a virtual vacuum environment with no ill effects. It seems highly likely that Rally's powers exceed what has been shown so far. Because of this, I have not presented her powers in any sort of framework, as well as giving her a 100 point 'mystery powers' pool. Possible powers include Energy Blast, Extra Dimensional Movement, Force Field, Teleport and Telekinesis.

To achieve the proper effect, a GM might want to leave Rally's powers undefined, and simply resolve her abilities based on the plot. If the plot requires her to be able to do something, she does it.

Rally is also very 'in tune' with the movements of the Lucifer Folk and can detect intrusions by mid- to high-level Lucifer Folk easily.

Disadvantages Notes: Rally's nature is detectable by other Lucifer Folk, and in some cases attracts them.

Rosa Cheyenne is Rally's sister, and has sided with the Lucifer Folk. In their first battle Rally proved herself stronger than Rosa. I can only presume that Rosa returns in later issues, and is a prominent character in Silent Möbius Side 7.

As the leader of the AMP, Rally feels that it's her responsibility to counter the invasion by the Lucifer Folk. This reflected in the care that she has for her officers. Although she seems impersonal, she is concerned with her officer's well-being.
