Civil Protection

Background/History: Civil Protection officers are humans employed by the Combine to patrol their cities. They are physically unmodified but well-equipped with body armor, weapons, and other equipment.

Personality/Motivation: The average CP is an out-and-out bully. They freely harass citizens, conduct raids with a relish, and beat anyone who doesn’t comply. The reasons for this behavior vary, but probably stem from the fact that the Combine rewards individual CP who go above and beyond and punishes those who fail. Said rewards include better living conditions, more food, and the wonderfully euphemistic “non-mechanical reproduction simulation.” Civil Protection who fail in their duties may lose their jobs and be dumped back with the rest of the regular population or may end up with “permanent off-world reassignment”.

Quote: [after a Civil Protection officer knocks a can of Dr. Breen's Private Reserve on the floor] "Pick up the can. Pick. Up. The. Can. I said pick up the can!"

Powers/Tactics: Somewhat healthier than the average citizen (probably due to improved diet) CP officers wear light body armor over their torsos, helmets with air filters, radios, and vocoders (which makes all officers sound alike), and carry USP Match pistols and stun batons. They will use their batons on anyone who doesn’t comply with an order, drawing their pistols only if a subject flees or fights back. While they have some tactical training, CP isn’t used to engaging in open combat and may not always make the most sound of decisions. They will, however, retreat behind solid cover if wounded or reloading, and will try to cover each other when advancing.

Appearance: Civil Protection officers all wear an identical uniform—black boots, dark green pants, a black jacket, and dark gray body armor over the torso and upper thighs. Over their heads they wear a distinctive white helmet that includes their radio, air filter system, and vocoder. Weapons are hung from a belt around the waist.

Designer's Notes: Civil Protection officers appear in Valve Software’s Half Life 2 series of games. The stats given here are a mix of conjecture, game play descriptions, and an attempt to present in-game concepts in a manner consistent with the HERO System.

Note: This version of a Civil Protection officer is tougher than the ones who appear in Half Life 2 due to the inclusion of body armor.
