Background/History: Carmencita Ibanez was born in Los Angeles near the turn of the century. Although she has been blind since her birth, Carmen has been able to compensate for this disability with her exceptional esper powers. She can't remember when she was first able to see through the eyes of others, for as far as Carmen knows, she has always been able to do such things. Carmen herself accepts such an event as fate, believing that God granted her such powers to help do much good upon the world.

Carmen was asked to join the AMP by Linda Maverick, who realized that Carmen's incredible esper abilities would be a great asset to the AMP. Carmen, recognizing a chance to help rid the world of a great evil (as she saw it) agreed.

Personality/Motivation: Carmen's main desire is to help others. She is a devout Catholic and takes the teaching of the Catholic church very seriously. Thus, she does her best to help improve the lives of those that are not as fortunate as her. She also acts the the Osaka team's counselor, being the one person the others can come to and talk about their problems.

Carmen does not believing in taking another's life, and will not kill. But, to her, the Lucifer Folk are not people, they are monsters, and deserve nothing more than utter destruction. Her attempts to convince Shiko and Fei Chan to think more like she does have met with limited success, however.

Due to her esper talents, Carmen tires to avoid any excessive displays of emotion. She will smile and laugh, and can interact in a normal manner with others (without appearing formal or cold), but avoids excessive emotional displays (such as extreme worry, anguish, laughter etc). She also tries to avoid things like alcohol, that might impair her ability to keep her emotional stability intact.

Quote: Yes, I am blind. But I don't allow that to stop me from aiding the AMP, and I don't see why it should stop you.

Powers/Tactics: Carmen's primary role with the Osaka AMP is directing traffic. Since her powers are of limited use in direct, open combat, Carmen tends to run the dispatch board, directing other officers. Her ability to sense the minds of others is often use to located foes in buildings or other structures. She will also create a telepathic link between herself and a fellow officer, whenever that officer is required to go somewhere alone. If pressed, Carmen will use her esper assault to incapacitate an attacker, unless her foe is a Entity, at which point she will use her blaster and/or Graviton.

Appearance: Carmen is tall, standing a good 5'9" or so. She has a fit build, darkly tanned skin and long black hair that falls in waves down her back. Carmen dresses in the standard AMP uniform while on duty, and tends to dress in somewhat 'formal' clothing while off-duty. At all times she keeps a long strip of cloth tied across her eyes.
