Background/History: Freezer is probably the most important villain in the Dragon Ball Z series (although Piccolo Daimo comes very close). He is mentioned long before he is ever seen, and manages to wreck more havoc on the Z-fighters than even Perfect Cell (relatively speaking). The interaction between our heroes and Freezer on the planet Nameck takes up over eight manga volumes and over 40 TV episodes, while the final fight between Freezer and Son Goku goes on forever!
As one can tell, Freezer's name is a pun on well... a freezer. It has been spelled several ways, including Freeza and Frieza and is pronounced "Free-zah." His father is called Cold and in the Dragon Ball Z movies he has a brother named "Kooler" (or Cooler).
Freezer's greatest desire is to rule the universe, his second wish is to ensure that no one can challenge him for supremacy. To that end, Freezer employed the Saiyajins to go out and conquer planets for him. But after a while Freezer decided that the Saiyajins were getting a bit too powerful and annihilated their home planet.
Freezer finally appears on the planet Nameck (the homeworld of Piccolo), looking for the Nameck dragonballs so he can wish for immortality. Naturally, he is opposed by a number of the Z-fighters, who have come to Nameck to find the dragonballs themselves and use them to wish their friends back to life. In the process trying to find the balls, Freezer slaughters quite a few Namecks, fights and kills Vegita, fights and kills Piccolo (or comes very close anyway), and eventually disintegrates Kulilin. This last step is a major mistake, however, as it causes Son Goku to snap, his rage allowing him to become a Super-Saiyajin and just stomp Freezer. In return, Freezer fires of a chi attack that will consume the planet Nameck, meaning that if he's going to die, Goku is going with him.
Goku virtually carves up Freezer intro chunks and escapes the dying planet. Freezer, escapes as well (I have no idea how.) and eventually returns to Earth—rebuilt as a cyborg—to deal with Goku. Unfortunately, he meets Trunks, who promptly blasts him into so much dust.
A quick note on Freezer's power level: To get a rough idea of how powerful Freezer was supposed to be, consider the fact he stated his power rating to be (in whatever units they are using) 530,000. As a quick comparison, Son Goku was given a rating of around 110,000 after his trip to Nameck during which he had spent a great deal of time training in a gravity field of around 50 Gs.
Personality/Motivation: Freezer is very, very confident in his abilities. He is the toughest being in the universe and knows it. He can easily defeat anyone he encounters (at least, until he runs into the Z-fighters) and is more than happy to allow an opponent to warm up first by not moving and allowing the first few strikes to impact at full force. He isn't stupid however and will dodge or deflect really powerful energy blasts. Freezer will kill without a second thought, and blasts his own troops as easily as he destroys his enemies. He can be very vengeful, and will hunt down and destroy anyone who crosses him, harms him, or otherwise interferes with his plans. Finally, Freezer desires nothing more than total domination of the universe and will eliminate anyone that might be a threat to his goal.
Powers/Tactics: Freezer has a broad array of interesting powers and abilities. His feet and tail serve as additional hands and he often uses them to gain a surprise advantage while fighting. His knowledge of the martial arts is extensive and contains a few moves that are used almost exclusively by his tail.
Naturally, Freezer commands a whole slew of chi powers. He can increase his physical prowess by summoning his chi, but this requires some time. He also can change his shape, and has four different forms he progresses through while fighting Son Goku and the Z-fighters. Each form is more powerful than the last, with this write-up representing his "final" form. (Note: this progressive adaptation of forms is common in Dragon Ball Z—Cell, Freezer, and Majin Buu all pull this stunt.)

Freezer also can fly, leap great distances, sense another's chi energy, and deflect incoming chi attacks.
Appearance: Freezer is about 5'6" tall, with a thin but well-muscled build. His skin is gray, with black fingernails and lips. Freezer also has smooth purple plates covering his skull, shoulders, the center of his chest, and his shins. Freezer is lizard-like with a long prehensile tail. His feet function pretty much like hands and include an opposable thumb.
