Background/History: Jam Kuradoberi (lit. "Cloudberry Jam") is a master chef who has made it her life goal to create and bring delicious dishes to everyone. She wants to open a restaurant in order to bring her plan to fruition, but lacks the funds necessary to finance such an operation. Thus, she's entered the tournament to hunt down and destroy the rogue gear in order to win the grand prize and use the money to build her restaurants.
Huma and Hanagata are two top-ranking restaurants in China. They have opposing philosophies as how to best serve their customers (Huma prefers a more "home-style" method, while Hanagata goes for "technical excellence"), and don't get along at all. Jam feels that although both restaurants make fine food, their ideals get in the away of the true aim: serve the customer the best food possible. So, she wants to prove herself right and them wrong by running her own restaurant.
Personality/Motivation: Although Jam has admirable goals (perfecting her cooking skills and opening a restaurant), she has a pretty rotten personality. She thinks her way (whether it be cooking for fighting) is the only way (as well as the best way) to achieve her goals, and this has made her more than a little self-centered. In addition, her phenomenal physical skills have made her a touch conceited and annoying to deal with.

Powers/Tactics: Although she might look like just another waitress with a fantastic physique encased in a tight dress, Jam is actually a very potent and skilled martial artist. She is very, very fast, and although her individual punches and kicks aren't very strong, she can unleash virtual barrages of them (often accompanied by flaming waves of chi energy to make them even more damaging). In fact, constant attack is her preferred tactic, as this works well with her speed and agility and keeps her opponents off balance.
Jam's martial arts style is that of Pakua. It is a "circular" style, and Jam has adapted its techniques into her own unique fashion. She has virtually abandoned punches (using her arms to primarily block) and instead fights mainly with different kicks. Her gekirin is a windmill kick (usually enhanced with chi fire), while the ryuu jin is a flying side kick. Her kick maneuver represents a whole host of quick snap and side kicks.
Where Jam really shines (and where she is most dangerous) is in her repertoire of chi techniques and specialty kicks. A description of each follows:
Appearance: Jam stands 5'4" tall, with long brown hair worn in a waist-length loop and secured at the top of her head with a wide gold band. She has brown eyes, fair skin, and a very athletic (and very attractive) physique.
Jam's costume is a tight-fitting Chinese-styled dress of red silk with black trim. It has no sleeves and falls to about the top of her thighs and is cut high over the hip. Under this she wears a second skirt, which is white with red trim and about the same length as the red dress (but it covers her hips, which the red dress doesn't). On her arms she wears wide "sleeves" or red silk with black trim. These sleeves are held on by straps at her upper bicep. On her feet Jam wears high-heeled red boots with black trim.
Designer's Notes: Jam is from a video game titled Guilty Gear X. The game is set in the future (roughly 2200 AD) after a prolonged war between humanity and biological weapons known as "gears." I've not played the game myself, but felt the character designs and descriptions were far to interesting to not turn into useful (and playable) HERO System characters.
Jam is written up pretty much as presented in the game. I edited some of her powers and gave her a scattering of skills that fit with her game origin and background. However, one does has to wonder about her origin exactly... A kung fu waitress? Did Jam take the train to Advanced Variable Geo and get off on the wrong stop?
As a final note, observant readers may note that Jam's dress sounds rather short. It is. The term "panty flash action" goes a long way to describing her fighting style.
