Background/History: On the far edge of the SAR (“Special Administration Region” [i.e. Hong Kong]), just before the border to Shenzen is a small temple. Located in a tiny, hidden courtyard (itself accessible only by a winding alley between two twelve-story apartment blocks), the temple consists of red brick walls and a roof of faded gold tiles. Inside is an altar (empty) and an oven for burning ghost money.

The temple isn’t dedicated to a spirit, but instead honors Sally Yan, who is believed to be the reincarnation of Kai Fong Lam. In fact, every daughter from her mother’s side of the family is thought to be Kai Fong Lam, a fact of which Sally is acutely aware, since she can remember every previous life in its entirety.

Personality/Motivation: Kai Fong Lam is pretty taken with her role as a goddess in training. Her primary desire is to reach full divinity-hood, becoming immortal and assuming her proper station, rank, and powers. To accomplish this, she makes weekly trips into the depths of Hong Kong itself, looking for young teens. Once found, she removes their eyes (she thinks eyes are windows to the soul) and brings them back to her temple to cook them down over a hot fire while she (and her two attendants) recite the glories of Kai Fong Lams of ages past. Hopefully, collecting enough eyes will allow her to manifest her true, immortal, form.

Powers/Tactics: For a mere slip of a girl, Kai Fong Lam is devastatingly effective in hand-to-hand combat. She’s quick, an accomplished martial artist, and has full mastery of the Path of the Shadow’s Companion. She also possesses a specialized and fearsome technique that allows her to simply pluck eyes from a target’s skull. Normally she uses this technique on victims her two attendants have restrained, but if pressed can (and will) use it in open combat.

Appearance: Kai Fong Lam is a lovely Chinese girl, aged 18. She tends to dress in a style keeping with her station as a would-be goddess. However, when on an eyeball collecting expedition, she dresses in more normal (i.e. Western) fashions.

Designer's Notes: Kai Fong Lam can be found in the Feng Shui supplement Blowing Up Hong Kong. She could be used in any number of settings, but would work best in a high-powered Urban Fantasy Hero setting, where the PCs may be called on to discover the true identity of the Harvester of Eyes. In a Champions setting she could be an agent (or dupe) of DEMON, and could manifest a suite of additional powers if she ever becomes a true immortal.
