Background/History: Edan (Celtic for "flame/firey") Harper was raised in a strict religious home in Bristol, Tennessee. From an early age, Edan was convinced that God had a special purpose for him. After long nights of prayer, Edan heard what he believed to be the voice of God telling him "suffer the little children." As a result, Edan set out to kill those he perceived to be preying on children, such as pedophiles, child pornographers and abortion clinics.

The "Soldier of the Lord" bomber has become somewhat notorious in his home state, and the police are considering calling in the Feds, or at least the Player Characters.

Personality/Motivation: Edan is a fanatic who has twisted his Christian faith to justify killing those he perceives as the enemies of children. He prefers using fire to cleanse the earth of these vile predators, but will resort to more conventional means if necessary. Even in his civilian identity, Edan has a fondness for flame metaphors and a scarily unforgiving psueudo-Christian rhetoric. The neighbors are starting to talk.

Edan doesn't have any children of his own, and is unlikely to get any. Despite this, he will go out of his way to protect and help children.

Powers/Tactics: Edan is a reasonably fit man with some knowledge of firearms and explosive devices.

His preferred modus operandi is to blow up or burn buildings with his intended victims inside, using a pistol or rifle to pick off anyone who escapes immediately. He won't stick around, being smart enough to know that will get him caught. In a personal combat situation, Edan will seek cover and try to snipe opponents. If capture seems inevitable, he will attempt suicide—he believes God will forgive this small sin given his prior services.

Edan's normal carried equipment is a pistol; he may have a rifle or shotgun if he's actively hunting someone. His incendiary and explosive devices are designed for use against buildings, and are unsuitable for combat.

Campaign Use: Edan is an example of the "well-intentioned fanatic" who believes that the rightness of his cause trumps the illegality or possible immorality of his actions. Anyone who protects Edan's intended victims is clearly deluded or actually just as guilty of harming children. He can be used to bring up social issues, and serve as an example of what vigilantes shouldn't turn into. Edan will Hunt characters who he believes are harming children.

Edan doesn't really need to be any weaker; to make him stronger, give him better weaponry, maybe a protective vest, and perhaps some fanaticism-related superskills. (Making him effectively immune to fire would be thematically appropriate.) For larger Player Character groups, consider giving Edan a group of like-minded fanatic followers.

Appearance: Edan is probably in his mid to late twenties, a clean-shaven, close-cropped man with a hard face. He wears normal "farmer" clothing, switching to hunting gear when out on a mission.
