Background/History: Jack Phantom is a detective for the Neopolis Police Department. That's about all one can safely say about her background. There's no hint given as to how "Jacks" got her powers, or why she became a police officer.
Personality/Motivation: Jacks seems a fairly normal, well-adjusted person. Unlike some members of the force she has no major mental hang-ups, although she does seem to have an eye for the ladies (reminding me somewhat of Hyperdog in that manner). Considering she rather blatantly hits on Toybox within moments of meeting her (inviting her out for a beer after work), and the comments she makes to Synaesthesia Jackson about working with Peregrine, her "Lecherous" Psychological Limitation seems justified. Most people in the station know of her sexual inclination, with some mixed feelings about it.

Powers/Tactics: Jack Phantom's primary power is the ability to "phase" and thus become intangible. She is shown walking through walls in this state, and is apparently invulnerable while doing so. Dust Devil fires his "twelve-guns" right through her at one point when dealing with M'rrgla Qualtz's monofilament tentacles (she in fact runs through Dust Devil in order to get away). In the same encounter she makes a statement to the effect that Qualtz's tentacles are cutting "between the photons of my light," meaning that Jacks can feel some attacks while desolid. Dust Devil also knocks her out of the way of Shock-headed Peter's Thunderbolt as well. So you might want to assign her a vulnerability based on these special effects (or not).
Interestingly, Jacks can affect the real world while desolid. In several scenes we see her semitransparent (an indicator of her phased state) while moving, lifting, or picking up solid objects. Interestingly, towards the end of the series, when she's armed with handgun in the raid on Sun Woman's home, she phases through a door, assuming her transparent state—but the gun remains solid.
Jack Phantom's skills were assigned based on the Police Officer Package Deal found in the Dark Champions 5th Edition sourcebook with additions based on her being a detective. As we know little to nothing of her personal life (other than she likes monster trucks), I didn't try to add anything in.
Appearance: Jack Phantom is of average height, maybe a little shorter than Peregrine. She has fairly normal, if a bit busty, build. Her costume varies, but tends to be a long-tailed jacket worn over a one-piece legless and armless bodysuit, and work boots. My favorite is a one-piece jumpsuit with a triangular face-like logo in white on the front. Jacks has short black hair, while her costumes are different shades of purple.
Designer's Notes: Jack Phantom's stats are based on the Skilled Normal Character sheet found on page 346 of HERO System Fifth Edition Revised. I played around with the stats a bit, dropping her STR to 9 (she doesn't seem overly strong), and upping her INT and EGO to reflect her time on the force. Suggestions for boosting her power level include an armored costume, a sidearm, handcuffs (basically the same gear the average police officer carries on his belt), some extra Running, and possibly some power stunts usable with her Desolidification.
